Just because Naruto's shorter than Sasuke now doesn't mean he'll be forever.
Seriously, when we first saw them, they were twelve. It's likely that Sasuke just hit a spurt before Naruto did.
Besides, isn't the series about Naruto finding himself? Wasn't he supposed to be behind from the start?Isn't Kiba short too? Wasn't Kiba in the same boat as Naruto: brash and...loud? Kishimoto might've amplified that by making him shorter, fyi. Maybe Shino is just a super mutant who hit his growth spurt when he was like, eleven. HE'S GIANT.
Besides, all the Jounin in the damn village are upwards of six feet. GIANT NINJA SAY WHUT?
